This is what makes me think it's something in ENB itself and not the game. Once I disabled the effect in game I shot up to 100+ FPS even with shadows set to Ultra. However, this is only with ENB effect enabled. In Solitude I had 7-10 FPS with Ultra and High shot me up to 30-40 FPS. When loaded at High it shot up to 30-40 FPS. I loaded a in Windhelm with shadows on Ultra and I had 10-17 FPS outdoors. I did extensive testing with this and it worked every time by going back and moving shadows from Ultra to High. However, comparing shadow quality with your ENB enabled Ultra vs High has zero difference in quality thus the added VRAM usage is unnecessary. I don't know if it's a VRAM issue as using Rivatuner my VRAM is almost capped out by never hits 4GB no matter what. I have, however, found the solution and maybe you can look into this? Maybe suggest this to other users? Setting the shadows from Ultra to High in Skyrim Launcher solved the issue. And two, the driver issue could be right, but doubtful. For one, it's not crapware as I don't have any on my system. I understand your frustrations Boris in not knowing what's causing this.
